How to improve working system of parliment?
Just before 16 hours of exam,
firstly , all readers thought same question in mind, "(# hindi) are bahut bade bade log jo kam nahikar sake woh ye 1 note se thodi ho jayega,it's not easy,sirf likhane padhne me hi easy hai,implementation itna easy nahi hota !!!"
ans. :-politicians never want good system,so they never make honest try to strenthing of parlimentary syasteam !!!
some steps :-
1.Parliment must have to work 100-150days/year !!! ( sarad pawar say: @#$%^ ,are mera HAWALA ka buniess kon sambhalega? )
so,all topics may be cover for discussion !!!
2.To decide the timing of parliment session power should be use by Opposition ! ( except lalu and ramvilas pasvan :D )
3.No distrubunce over question hour ( # not by any emergency rule apply on question hour)
4.Parlimenarty affairs ministry should declare report card of every MP which include...
-presence in parliment
-how many times he/she gave speech ?
-voting of that MP on various bill
and citizen should vote according to the performnce of their MP !!!
(isse kya hoga ki, har MP demand karega apni party se speech dene k liye and all can know the ability of their MP )
5.All ministers should give regine from their party, after joing ministry , like a speaker !!! ( or like to live life as digvijay singh or janaradan trivedi...Always ready to serve MADAMJI !!! )
6.All MPs are free to vote according to their thinking !! ( Prevention of WHIP )
7. who say this : all minister should come from one party?? PM is free to choose minister from all MPs,so PM should try to choose best and capable person as their ministrers)
( all thinking that ,this is impossiable,but jawarlal naheru cabinet conist of 3-4 or may be 5 minister from opposition party )
( apne yaha abh to 1 minister to fix hi ho gaya tha from last 20 years RAM VILAS PASVAN , chaye kisi ki bhi government ho woh to hote hi the)
(abhi to mamata and sharad pawar, openly bargening karate hai,( on media) for number of minister from their party )
8. MPs behavouir can be objactionable , destroying the rule 105 , who make MPs differ from the citizen !!!
( parliment me sale cairs and head phone todate hai,uske paise kya unke bap dete hai ? )
9. There may be 2 or 3 Leader of opposition in parliment !!! ( like deputy and sub, cause they cab be a voice of small party , and the power of LOP can be use by1st on first occasion by 2nd on second occassion...etc)
