Chain snatching - 3 Tire System
In our country
, we have 3 tire system of Central,state and panchyati raj system !USA
have such system for Alcohol distribution - Producer,distributor and retailer !
the system follow in the case of Chain snatching , before 6-7 month media prepared many reports about chain snatching incident in metro city , numbers of interview given by Chief ministers and police commissioners !
1.Jewelers : - I heard up to that the many jewelers give job to Chain snatchers , they have to full fill their target of 15-20 chains/ month ! Jwellers give 2000-3000 /chain or 15000/month ! and they do huge profit !
2.Police :- They take HAPTA from jewelers and also arrest some snatchers without any work cause they know all the snatchers and police do this to show that POLICE DEPT. IS STILL ALIVE !they arrest them and then leave them on bail or some nominal charges !
3.Snatchers :- they are mostly educated - unemployed person, they do all this for their MAJBURI and police and jewelers take benefit of their bad condition , they are mostly have to pay some loan etc. so,they do these !

And According to me nothing is wrong in this :- What is main role of Government? Ans:- make balance between citizen of country ! that's why Govt. take 30% tax from high class people and Give subsidy to poor people !
Same here, Gold chain wear by only high class people , snatchers and lower class police get money from this ! and Finally jewelers will sell this to those high class person ! so, this is same like WATER CYCLE ! jaha se start wahi se khatam !
