NSG - Learning lesson for the India

It’s said that : “ Some things that can be taught only by failures , Pleasure can not taught those things” . NSG may be the same moment for the India , If Indian Establishment accept the Cruel Reality that Operate in Diplomacy.

Before make any comment on the Nuclear diplomacy , One need to keep in mind that Our FS , Mr.Jaishnkar having the Ph.D  Degree in the Nuclear diplomacy and that also form the JNU. He was the man behind the Historic India – US nuclear civil Deal and also NSG special Waiver to India.

The Most Interesting part of all these development was the : Press conference by the Indian MEA – Shushma swaraj. In that She Said that : China is not opposing the Indian membership of the NSG. Many Said that It’s a race to get the Credit for the NSG ( Possible Success) against the PMO but I saw it’s a Diplomatic Strategy. Statement of the MEA before such important meeting must be a pressure tactics !

Thought the MEA tactics failed this time but one such moved got success in 1962 . India lost War Against the china. V.K. Menon was the defense minister who was very close to the PM Nehru. There was mounting pressure of the people against the VK menon but PM was in no mood to take resignation of the VK Menon. The Then President Radhkrishnan use his skill and Make Comment : “I accept the Resignation of the V K Menon as Recommended by the Government.” The reality was that Nehru did not make any such recommendation but have to make The same after the president comment.

Though there was the Much Optimism in the Indian Establishment about the Seoul meeting , It seems that USA diplomat known the reality.  There were many who wrote articles by linking the NSG with the PM Modi’s Last visit to the USA but I firmly believe that It More about climate change than NSG. If you not believe that Watch the PM speech in US congress and Notice that US Senator Stand up on every line related to climate change. PM Modi Spoke much about the Climate change. It seems that US take the promise on climate change from the India.

Now , Question arise that How climate change link to the NSG ? Diplomacy is the Game of the Chess where each step have natural consequence on other. India Step back form the clause of the “Historic responsibility” In the climate change negotiation and For that Our EX- Environment minister Floated the Argument that ( which stand true) : “If India want to become global power , India have to learn to take the responsibilities of the Global power” . India Took Responsibility of the Global power in the Paris climate talk but the World Reject the Global Capacity of the India by not giving The NSG membership and Now India have the every reason to step back form paris climate change deal.

Though There is buzz in the media and Specially in Social Media about the rocking performance of the India on the front of the foreign policy – But the real development suggest that it’s totally blunder. Rock star Performance and Diplomacy is contrary.

In the whole Scenario of the NSG debate – Media totally forget the contribution made by the Man mohan singh in Nuclear diplomacy.  The Same NSG which refuse the Membership to India , It gave the Special waiver to the India ( All benefits of the membership except voting right ) And which did not resist by the china and Specially Brazil and Africa.

Failure of the NSG Open the Number of the Gates for the India , Now it’s in Indian Establishment to not lure in any personal gain tactics or the Optimistic Promises of the other states :-

1.  Step back form the G4 – G4 consist the Japan , Brazil , Germany and India. G4 sole objective to get the Membership of the UNSC permanent seat . Now There is no reason left to bear the Unnecessary load of the Brazil.
   
2.  Not to ratify the Paris climate deal – India have every reason to Reject it. There were number of the Articles Publish in global media that India may become the Hurdle in Paris talk but India didn’t . Don’t know why India made such concession ( May be In illusion of the false promises of the western block) but Now it’s high time.
   
3.  The case of the Switzerland is Most interesting – Every day we criticize the Swisss banks for their opaque financial system and black Money. Now She Became Arvind kejriwal of the Global politics – Make Public assurance to the Indian membership but took U turn. Even though We are purchasing the defense equipment from Switzerland. What are the reason behind this?

To become the Global power , India have to Understand her capabilities and potential and Learn to channelize it.  No State Became Global power by Bang down tactics , Global Power need to Balance the power by confronting. 

India have to take the Risk. What risk ? Risk of the utility of the Nuclear power , Economic strength , Diaspora etc.  For Instance , China projected the NPT to prevent Indian membership to NSG .

What is mean of the Non signatory of the NPT ? India is free to Sell nuclear technology to other.

Why not India selling? Cause India considered it’s morally wrong.

Does Morality exist in Diplomacy ? NO

What is real motive behind the Indian Moratorium in nuclear field ? India  want to present her statesmanship to get the Respect and More Role in Global politics.

Does it Serve the purpose ? Of course – Without being member of the NSG India have the access of the NSG.

Is it Wise to Leave the Nuclear technology and Potential ideal ? NO ! Nuclear power contribute the 2-3% of the power requirement and Most of it form the Indigenous.  

Nuclear Technology is the Asset That India left ideal. Our Scientist pored their whole life in this.  We also beard the  economic sanction of the world for nearly 2 decades and Now Kept this potential ideal. 

What will happen if India Proliferate the technology ? Nothing ! Pakistan proliferated to Libya and N.Korea. Even such dangerous Adventure , USA congress allow to Sale F16 to Paskitan ( Reject to India ) and China Constructing nuclear reactor in Paksitan. Two Biggest world power on side of the Paksitan. This may look like "Tughlaqui" Idea to proliferate the nuclear technology but one must not forget that Before Pokharan 2 , There were Many who considered the Idea of the experiment as Tughlaqui.

There are plenty of the Articles available that How the Pokharan 2 changed the Indian global out look.  No one considered the India as the Important player. Pokharn 2 changed the Whole scenario. 

What PM modi should Learn form the Atal bihari bajpayee ? Bajpayee and Brajesh mishra took the calculated risk and experiment the Pokhran 2 . There was the fear in the “Intellectual” about the Possible economic sanction on Indian economy. 

But The Totally reverse happened. Indian Economy grow highest ever in the decade follow the Pokharan 2. Though There was So call sanction on India , All States Want to invest in India. All Want to take the Benifit of the Newly Open liberal market of India. Atalji was seasoned Politican and Know the reality of the Time.

Our Diplomatic establishment always like to play safe . Always in defensive mode. It's High time and need to take risk. Nuclear Proliferation might be mad risk but to Show the intention of that is enough to make pressure on the Global community. China make Base in South china sea , Nkorea test missiles every second month ,Pakistan project of the usable nuclear bomb known to everyone , What happen  ? Nothing ! 

The energy release form the Pokharan 2 also gave the stability to the Government of the NDA which was on the support of the 24 Allies. Pokharan 2 Gave the Domestic and also Global milege to NDA.

Hope With the affairs of the NSG , Our PM learn things.  Hope He come out form the disillusion of the false promises of the USA. PM should understand that – A Support of the Billion people behind him and This is the biggest asset in the Diplomacy. I Remember that PM said that  : I Am Gujarati and Business in my Blood. I Just want to say that Business is all about the risk. Take Risk ! The whole nation behind you !
