From where the Paisa for the Higher Education comes
"Tax Nationalist" is the New Bhakt of our country. They can be
found in all parties - BJP, Congress, and AAP all. They basically the linchpin of the Chai stall talks and professor of the Whatsapp university. I called them Bhakt because
they are an empty vessel which makes louder notice. This class don’t know about
the basic concept of the nation, democracy, citizenship - Nothing. Most of Tax
nationalist are those who born in the Lower and Middle class and But now in the middle and upper-middle class. This is a well educated and income tax-paying class. This class
wants the "Privilege" on the national resources just because they
paid "Income tax". This class
abuse Kanaiya Kumar for wasting "Their" money for studying in the
"Subsidized" JNU.
Here
is some lesson for those. Here
First
of all, I like to make the fools clear that income sources to the budget are
many and not just "Income tax". Government revenue sources includes
the Income-tax, Corporate tax, GST, Cess etc. - Expenditure form all this
called the "Gross Budgetary support".
But,
there are two major other sources to fund the education - National investment
fund (NIF) and the Higher education finance agency (HEFA). NIF is a fund of the
money which government get form the disinvestment of the PSUs. HEFA is the
newly formed institution which provides Loans to the institution.
Dear,
"tax nationalist", when government spending from its purse, it's
called the "Gross Budgetary support". And Share of the Income-tax is
just 16% in the purse income of the Government. But here I show that,
Rather than income taxpayers, It's the Student subsiding the services of the
Income taxpayers.
The government imposed the Education cess on the corporate tax, Petroleum product
etc. The collection of this cess for the year 2018 is Rs.29, 600 Cr. To Provide
the Primary education is the constitutional duty of the Government. Government
is duty-bound to fund the primary education from the basic revenue sources. So,
this cess supposed to fund Higher education.
On
another hand, Government Department
of Higher education budget size is 35,010
Cr. for the year 2018. That means the Government needs to spend Just Rs.6000
Form her revenue sources. But this also not comes from the Taxation money. It
comes from the NIF.
From
the above chart, it's clear that government do not spend Even Rs.1 form the
income tax money. Rather, Government diverging the Rs.1419 Cr. from the Aam Adami
money to the Income taxpayers. Cause the Money of the Disinvestment is the
property of the whole 100% of the population while Only4% is the income
taxpayers.
IITs,
IIMs, Central universities etc comes under the Department o the Higher
education. But AIIMS does not come under this. AIIMS comes under the Ministry
of health. For the Existing AIIMs, The budget is Rs. 3600 crore from which,
Rs.3200 Comes from the Budgetary supports. But an interesting funding pattern
is about the new AIIMS.
The
Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) Scheme launched to remove regional
imbalances in the availability of affordable/reliable tertiary healthcare
services and also to augment facilities for quality medical education in the
country. It envisages setting up of AIIMS-like institutes and up
gradation of existing Government Medical Colleges/ Institutions in various
parts of the country.
Following the Budget pattern of the PMSSY:-
Here,
- For 2017, the Government spend all money from the NIF
- For 2018, the Government proposed to spend Money from the Budgetary allocation
- For 2018, the Government actually spend money from the Central road and infra fund which originally envisaged to construct the road. CRIF fund is a collection of the Cess of the petroleum products.
- For 2019, the Government proposed to spend CRIF.
So, the Basic message of Mine to income taxpayers is that -You do not owe a single rupee to the Student of the JNU, IITs, IIMs and all. No higher
educational institution in this country is subsidized by the income tax payers.
