Security of the Pradhan Sevak Vs Janta

PM Security: - Before December 2019, Special protection Group ( SPG) was responsible for the security of Sitting PM, Former PM and their Families security. Now SPG solely responsible for the only sitting PM and his family.

·        Budget 2019:- 535 Cr.
·        Revised 2019:- 540 Cr.
·        Budget 2020:-  592 Cr

Food Security of the Garib Janata:-  India has slipped to 102 positions in the Global Hunger Index 2019 of 117 countries, slipping from its 2018 position of 95.
·        Budget 2019 :- 1,84,200 Cr.
·        Revised 2019:- 1,08,000 Cr.
·        Budget 2020 :-  1,15,000 Cr

Food Security of Janta:- Fortification of Rice and its Distribution under Public Distribution System
·        Budget 2019:-  42Cr.

Women Security:- Scheme One-stop centre envisaged to provide temporary accommodation, maintenance and rehabilitative services to women and girls rendered homeless due to family discord, crime, violence, mental stress, social ostracism or are being forced into prostitution and are in mortal danger.

·        Revised 2019:- 204 Cr.

There is 40% cut in the budget of the food security of the Janta but 10% hike in the Security of the PM.

National infrastructure pipeline - 100 Lakh crore

Paragraph  49:-
Hon’ble Speaker, Sir, in his Independence Day speech 2019, Prime Minister had highlighted that ` 100 lakh crore would be invested on infrastructure over the next 5 years. As a follow-up measure, I had launched the National Infrastructure Pipeline on 31st December 2019 of ` 103 lakh crore. It consists of more than 6500 projects across sectors and are classified as per their size and stage of development.

Paragraph 57:-
I propose to provide about ` 1.70 lakh crore for transport Infrastructure in 2020-21.

Analysis:-
  • As per the Document quoted by the Finance Minister ( National infra pipeline), Government itself says that they will spend Rs. 2.07 lakhh crore for the transport infra in the year 2020-21 but Finance minister in her speech allocates only 1.7 lakh crore for the transport infra.
    ( 2.07 Lakh crore = 0.81 for road, 1.15 for rail, 0.06 for the port and 0.05 for the airports)

  • Document on the National Infra pipeline released on 31 December 2019 and Budget on the 1st Feb. In these 30 days, the Government reduced its transport infra budget by the 37,000 Cr.

Department of the Fisheries

Paragraph 30:-
India is the second largest fish producing nation in the world accounting for 6.3% of global production, registering an average annual growth of more than 7% in recent years. The sector provides livelihood to about 1.45 crore people at the primary level. To provide sustained and focused attention towards the development of this sector, our Government has decided to create a separate Department of Fisheries.

Youth in coastal areas benefit through fish processing and marketing. By 2022-23, I propose raising fish production to 200 lakh tonnes. Growing of algae, sea-weed and cage Culture will also be promoted.  Our government will involve youth in fishery extension through 3477 SagarMitras and 500 Fish Farmer Producer Organisations. We hope to raise fishery exports to ` 1 lakh crore by 2024-25.

·        Total Budget of the Department Is just Rs. 804 Cr.
·        Revised Estimate is even lower - 700 Cr.
·     Just Remember that we spend Rs.600 Cr. only on security of the PM and Rs.700 Cr. for the Department of fisheries on which lives of the millions depend.

For this, it is essential that if price of the agriculture produce market is less than MSP, then in that case Government should purchase either at MSP or work in a manner to provide MSP for the farmers through some other mechanism.

PM on 3/09/2018 says -
The Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA), approved by the Union Cabinet, will empower farmers and strengthen the Agriculture sector.(  PM-AASHA is an umbrella scheme aimed at ensuring remunerative prices to the farmers for their produce.)

Animal Husbandry and Fisheries sector also need considerable support. I have increased the allocation for Rashtriya Gokul Mission to `750 crores in the current year itself.

We will support private entrepreneurship in driving value-addition to farmers’ produce from the field and for those from allied activities, like Bamboo and timber from the hedges and for generating renewable energy. Annadata can also be Urjadata. ( PM Kususm shceme already passed by the cabinet in Feb 2019, that means Before she is speaking about it in this budget speech)

The PM-KUSUM scheme removed farmers’ dependence on diesel and kerosene and linked pump sets to solar energy. Now, I propose to expand the scheme to provide 20 lakh farmers for setting up stand-alone solar pumps; further we shall also help another 15 lakh farmers solarise their grid-connected pump sets.

Our vision is that all “public institutions” at Gram Panchayat level such as Anganwadis, health and wellness centres, government schools, PDS outlets, post offices and police stations will be provided with digital connectivity. So, Fibre to the Home (FTTH) connections through Bharatnet will link 100,000 gram panchayats this year.

It is proposed to provide
` 6000 crore to Bharatnet programme in 2020-21.

·    In year 2019, She proposed Rs.6000 Cr and spend only 33% of it, then why she categorically said that She is providing Rs.6000 Cr for the Bharat net in 2020 Budget. What is Guarantee that government will spend it  as they did not spend in last the year even though promised.

·   Provide 11,000 Cr in Budget. That mean will take nearly 30 yeats to provide 3.6 lakh crore for Jal Jeevan. How can she quite sure that Modi's government will be in power for next 30 years?

·      Furthermore, Spend Rs.10,000 Cr in Current budget year. Out of 10,000 cr., 7700 Cr. comes from CIRF which originally mean to construct and maintain road.

Atal Bhujal Yojna 

On the Birth anniversary of former Prime Minister Atal Bihari Vajpayee, Prime Minister Shri Narendra Modi launched Atal Bhujal Yojana (ATAL JAL) ( 25 December 2019)

he scheme has a total outlay of Rs.6000 crore and is to be implemented over a period of 5 years (2020-21 to 2024-25). Out of the total outlay of Rs. 6000 crore to be implemented over a period of 5 years (2020-21 to 2024-25), 50% shall be in the form of World Bank loan, and be repaid by the Central Government. The remaining 50% shall be through Central Assistance from regular budgetary support.

·      As per the announcement, Government supposes to spend Rs. 600 Cr in the year 2020 ( 3000/5).

This will address critical gaps in the value chain, including infrastructure, modernization, traceability, production, productivity, post-harvest management, and quality control.

 ASPIRE - Rural Business

T0 improve the technology of such industries, the Scheme for Promotion of Innovation, Rural Industry and Entrepreneurship’ (ASPIRE) has been consolidated for setting up of Livelihood Business Incubators (LBIs) and Technology Business Incubators (TBIs). The Scheme contemplates to set up 80 Livelihood Business Incubators (LBIs) and 20 Technology Business Incubators (TBIs) in 2019-20 to develop 75,000 skilled entrepreneurs in agro-rural industry sectors.

·      Finance minister spoke 6 lines about a scheme in her budget speech and allocate just 50 Cr. to it. Furthermore, spend only 20% of it.

Rashtriya Kamdhenu Aayog

I announce setting up of "Rashtriya Kamdhenu Aayog" to upscale sustainable genetic up-gradation of cow resources and to enhance production and productivity of cows. The Aayog will also look after effective implementation of laws and welfare schemes for cows.

The Union Cabinet has approved the proposal for the establishment of Rashtriya Kamdhenu Aayog for conservation, protection and development of cows and their progeny.

·   No entry of the Rastirya Kamdhenu Aayog in the DEMAND NO. 40 Departments of Animal Husbandry and Dairying.

22,000 rural haats

More than 86% of our farmers are small and marginal. They are not always in a position to directly transact at APMCs and other wholesale markets. We will develop and upgrade existing 22,000 rural haats into Gramin Agricultural Markets (GrAMs).

An Agri-Market Infrastructure Fund with a corpus of `2000 crore will be set up for developing and upgrading agricultural marketing infrastructure in the 22000 Grameen Agricultural Markets (GrAMs) and 585 APMCs.

·        Do not find Mention of fund for this in Budget 2020 Document.

 Operation Greens

Paragraph 25 :-
Tomato, onion and potato are basic vegetables consumed throughout the year. However, seasonal and regional production of these perishable commodities pose a challenge in connecting farmers and consumers in a manner that satisfies both. My Government proposes to launch an ‘‘Operation Greens’’ on the lines of ‘‘Operation Flood’’. ‘‘Operation Greens’’ shall promote Farmer Producers Organizations (FPOs), agri-logistics, processing facilities and professional management. I propose to allocate a sum of `500 crore for this purpose.

·        It has been two years but do not find any mention regarding the allocation in 2020 Budget expenditure document.

• Agriculture product warehouses at the block/taluka level.

• To build a the seamless national cold supply chain for perishables,  inclusive of milk, meat and fish, the Indian Railways will set up a “Kisan Rail”  through PPP arrangements.

• It is proposed to set up Viability Gap funding window for setting up hospitals in the PPP model.

• It is proposed to develop five new smart cities in collaboration with States in PPP mode.

• Four station re-development projects and operation of 150  passenger trains would be done through PPP mode.

Other Key Major Highlight to Budget

• For the first time since independence, Govt auctioned it's National highways. By doing so, Govt Generated Rs.10, 000 Cr last Year. Finance minister also proposed to raised anther Rs.10, 000Cr. Next year. ( Entry 2.7 of the Demand of the grant Ministry of Road Transport and Highways)

• PM Modi said that MGNREGA is the Monument of the failure. But his government spend Rs.11, 000 Cr. More than allocated last year. The simple reason for that is that 2019 was a budget year and Govt tried to reach out to rural people directly by MGNREGA.

• PM Kisan was the Headline of the previous Budget. The government allocated Rs.75,000 Cr. For that but spend only 54,000Cr.
