Budget Analysis 2020 - Announcement and Allocations

PM KUSUM :-

FM said today - 
In the Budget speech of July 2019, I had stated that “annadata” can be “urjadata” too. The PM-KUSUM scheme removed farmers’ dependence on diesel and kerosene and linked pump sets to solar energy. Now, I propose to expand the scheme to provide 20 lakh farmers for setting up stand-alone solar pumps; further we shall also help another 15 lakh farmers solarise their grid-connected pump sets.

Reality:-
  • Cabinet Committee on Economy headed by PM approved scheme on 19 feb 2019.
  • Not a single rupee spend till today
  • Budget 2020-21 allocate just Rs.1000 Cr

Jal Jeevan Mission :-

FM in Budget speech -
Aiming to provide piped water supply to all households, Prime Minister announced from the Red Fort the Jal Jeevan Mission. Our government has approved `3.60 lakh crore for this Mission.

Reality:-
  • Provide 11,000 Cr in Budget. That mean will take nearly 30 yeats to provide 3.6 lakh crore for Jal Jeevan. How can she quite sure that Modi's government will be in power for next 30 years?
  • Furthermore, Spend Rs.10,000 Cr in Current budget year. Out of 10,000 cr. ,  7700 Cr. comes from CIRF which originally mean to construct and maintain road.

World-class institution:-

Announcement - 
10,000 crore in five years. (That means 2000Cr. per year)

Reality:-
  • Budget 2018 -  129 Cr.
  • Budget 2019 - 400 Cr (Revised is Just 325 Cr)
  • Budget 2020 - 500 Cr
Namami Ganga:-

Announcement ( 31 July 2017) :-
Rs 20,000 cr allocated for Namami Gange Programme: Uma Bharti Bharti said projects worth Rs 4,000 crore were taken up in the previous 29 years

Reality:-
  • Budget allocation 2019- 750Cr.
  • Revised Budget 2019 - 353Cr.



PM- AASHA

Announcement ( 13/9/2018)- 
Prime Minister Narendra Modi has said, the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA), approved by the Union Cabinet, will empower farmers and strengthen the Agriculture sector. 

Reality:-
  • Budget allocation 2019 - 1500Cr.
  • Revised Budget 2019   - 321Cr

Pradhan Mantri Krishi Sinchai Yojana (PMKSY)- Per Drop More Crop

The announcement in today speech - 
Focus on the cultivation of pulses, expansion of micro-irrigation through Krishi Sinchai Yojana, have raised the self-reliance of the country.

Reality:-
  • Budget allocation 2019 - 3500Cr.
  • Revised Budget 2019 - 2032Cr

Pension scheme for the farmer:- Pradhan Mantri Kisan Maan Dhan Yojana 

Announcement ( 12/9/2019) - 
In another major effort to secure the lives of the farmers, Prime Minister Narendra Modi today launched the Pradhan Mantri Kisan Maan Dhan Yojana at Ranchi, the Capital of Jharkhand.

Reality:-
  • Budget allocation 2019 - 900Cr.
  • Revised Budget 2019 - 200Cr
  • Budget 2020 - 200Cr.

Study In India:-

Finance Minister Speech today -
India should be a preferred destination for higher education. Hence, under its “Study in India” programme, Ind-SAT is proposed to be held in Asian and African countries. It shall be used for benchmarking foreign candidates who receive scholarships for studying in Indian higher education centres.

Reality:-
  • Budget 2019 - 65 Cr
  • Revised Budget 2019 - 32 Cr 

Kendriya Vidyalaya Sangathan:-

  • Gross Budgetary support was 1012.00 Cr. but it will reduce to Zero in this year.
  • Budget form the KV will come from CIRF which originally envisaged funding the road construction and maintains. Other Source of fund will be NIF which is money of disinvestment.

Other Highlight of Higher education :-

  • Gross Budgetary support to IIM - Reduced to 109 cr. from 165 Cr
  • Gross Budgetary support to IIT - Reduced to 456 Cr. From 1671 Cr.
  • HEFA ( A loan model) , NIF and CIRF emerged as alternate to the Gross Budgetary support to education.


Women Related Schemes:-

FM in Budget speech  - 
Health of mother and child are closely corelated. Nutrition is the critical component of health. To improve the nutritional status of children (0-6 years), adolescent girls, pregnant women and lactating mothers, our Prime Minister launched a “Poshan Abhiyan” in 2017-18. More than six lakh anganwadi workers are equipped with smart phones to upload the nutritional status of more than 10 crore households. The scale of these developments is unprecedented.

Reality ( Cut in the fund - Difference between budget allocation and Revised estimate)

  • Anganwadi Services (Erstwhile Core ICDS) - 17,700 From 19,800 ( Rs.2000 Cr. !)
  • Pradhan Mantri Matru Vandana Yojana - 2300 Crom 2500 ( Cut of Rs.200 Cr for the pregnant women)
  • Scheme for Adolescent Girls - 150 form 300 Cr. ( Reduced to half)
  • One Stop Cente - 204 Cr. From 274 Cr.
