Data based governance may help to tackle the corona

When Janta party formed the government in Delhi, They formed a committee to find out the location in Delhi to shift the President house to a new location as the PM Desai thought that The Democratic Republic of India did not need such lavish president house. But the committee failed to find such location even after the search of months. The committee concludes that- there is no suitable place in Delhi to keep 100s of Horses, 100s of president staff etc. Committee failed to even think that- there is no need of the huge staff to the president of India as the real power lies to Prime minister in India. So, one has to think out of the box to find the solution of the tuff question.

Regarding Corona, We read news across the world about the scarcity of the sanitizers, Mask, Ventilators etc. The simple reason behind that is - our focus is on 700 crore pollution of the World while the reality is that not more than 700 lakh people across the globe are vulnerable to corona. Data help us to find out those 700 lakhs who are really vulnerable.

In fact we already have the model. Dr. Anand Kumar made a mechanism to reduce the man-animal conflict. The same can be replicated to reduce the contact between the More vulnerable and less vulnerable corona people.

·        A team of trackers called the conflict response team watches over elephants as they pass through the plateau. When an elephant is spotted, alerts are sent via text message to all those who reside within a few kilometres of an elephant’s location. At 5pm each night, local TV stations broadcast the locations of all elephants on the plateau. The warnings also go out to volunteer wardens in each colony, who operate red warning beacons that light up via text message. This allows people to plan their trips and let visiting friends know to beware.

How we can replicate this to fight corona:-

• Ministry of the health needs to prepare the real-time register of the corona patient with the help of the municipality and local police. This register list the information of the - Corona patient about His/her travel history, Number of people s/he contacted etc.
• On this basis, Department of the telecom can find out the people who met corona patient or visited the same places that corona patient visited. This help to concentrate effort on only those who are vulnerable.
• Under Smart city mission, Many giant digital screens are installed on the city ( That shows pollution level, traffic data etc). These screens can be used to alert the citizen about their vulnerability. These screens need to be linked with the Health register.

Let me explain with an example that How this Model can work:-

 We are the the population of the 130 crores and that also with the poor medical facilitates. Secondly, We are not economically so strong that we can lockout the whole country for the months. So we have to think out of the box. We have to use each and every resource carefully. Here is the model which can be prepared. This may be not practical. But In such critical time, We must think of each possible way.
