PM Misguided the nation in his speech about the extension of Lock down - Reality check of his statements

This is the exact words of the PM of his speech of 14th April

यहाँ कोरोना का १ भी केस नहीं था उससे पहले ही भारत ने कोरोना प्रभावित देशो से आने वाले यात्रिओ की एयरपोर्ट पर  स्क्रीनिंग शुरू कर दी थी । कोरोना के मरीज १०० तक पहुंचे उससे पहले भारत ने विदेश से आये हर यात्री के लिए १४ दिन  का आइसोलेशन अनिवार्य कर दिया था ।

18th January:-

• Ministry of Civil Aviation report - " MoCA has directed for all logistics support and arrangements to be made immediately with regard to screening of passengers arriving in India from China including Hong Kong at the identified airports i.e. Chennai, Bengaluru, Hyderabad and Cochin apart from three airports at Delhi, Mumbai and Kolkata identified earlier."

19th January:-

• South Korea’s Centers for Disease Control and Prevention (KCDC) confirmed 1st case of the Coronavirus. The patient is a 35-year-old Chinese woman and resident of Wuhan, China who flew from Wuhan to Incheon international airport on Sunday

30th January:-

• Ministry of Health and Family Welfare report - "One positive case of Novel Coronavirus patient, of a student studying at Wuhan University, has been reported in Kerala. The patient has tested positive for Novel Coronavirus and is in isolation in the hospital"

30 January 2020

• WHOdeclared the 2019-nCoV outbreak a Public Health Emergency of International Concern ( PHEIC). PHEIC mean, WHO believes that disease may be spread outside border of the nation from it emerged.

30th January :-

• Italian Prime Minister Giuseppe Conte said the two individuals were Chinese tourists who landed in Rome a couple of days ago. “We have already prepared all the precautionary measures to isolate these two cases,” 

19th February:-

• Iran Health ministry spokesman Kianoush Jahanpour said: 'Following the recent cases of chronic respiratory diseases in Qom, two of the patients tested positive in preliminary tests.

3rd March

• Ministry of Health and Family Welfare  advisory says - Passengers (foreign and Indian) other than those restricted, arriving directly or indirectly from China, South Korea, Japan, Iran, Italy, Hong Kong, Macau, Vietnam, Malaysia, Indonesia, Nepal, Thailand, Singapore and Taiwan must undergo medical screening at the port of entry.

Note:-

• On 1st of March, The president speaks out about the first coronavirus death and the more than 60 confirmed cases in the The United States. Even though the USA was not in the list of countries for which medical screening was mandatory till the 4th of March.

4th March:-

• Ministry of Information & Broadcasting says - Universal screening of all International Flights. Quarantine or isolation at home or sent to hospital-based on screening and risk profile.

यहाँ कोरोना का १ भी केस नहीं था ( Mean before 29th January) उससे पहले ही भारत ने कोरोना प्रभावित देशो ( Iran, Italy and many other already confirmed cases) से आने वाले प्रवासियों की एयरपोर्ट पर  स्क्रीनिंग शुरू कर दी थी ( That was not happening till 3rd of march).

11March:-

• Ministry of Information & Broadcasting  Note says - Compulsory Quarantine- Incoming travellers (including Indians) arriving from or having visited China, Italy, Iran, Republic of Korea, France, Spain and Germany after 15th February, 2020 shall be quarantined for a minimum period of 14 days.

14th March -

• Ministry of Health and Family Welfare says - There are 84 confirmed cases of COVID-19 in the country, as of now. Of these, 10 have recovered and been discharged. 

15th March -

• Ministry of Health and Family Welfare  says -As of now, 23 new cases have been detected since the last update.

Note -

• On 15th March, 107 cases of the Corona was registered in India.

16th March:-

• High-level Group of Ministers reviews current status, and actions for prevention and management of COVID-19 Says - Expanding compulsory quarantine for a the minimum period of 14 days for passengers coming from/transiting through UAE, Qatar, Oman, and Kuwait. This will come into effect from 1200 GMT on 18th March 2020 at the port of the first departure.

Reality Check of the PM statement 

कोरोना के मरीज १०० तक पहुंचे ( Reached 100 on 15th march) उससे पहले भारत ने विदेश से आये हर यात्री के लिए १४ दिन का आइसोलेशन अनिवार्य कर दिया था ( Not Compulsory for the many incoming tourist from the UAE, Qatar etc till 18th march)

• Reality:- India today report of the 22nd March writes - Sources said that since the screening process is time-consuming, more than thousands of passengers were stuck at the Delhi airport on Saturday, resulting in mayhem and chaos. At the airport's Terminal 3 (T3), passengers had to wait for over six-eight hours to get themselves screened for novel coronavirus on Saturday and Sunday.

• Reality:- On 27th of the march, Cabinet Secretary Rajiv Gauba has told state governments that more than 15 lakh international travellers came to India over the last two months but there appears to be a gap between the actual monitoring for COVID-19 and total arrivals.
• If PM said true and it was implemented well on the ground then what was need of cabinet secretary to write state government about the " there appears to be a gap between the actual monitoring for COVID-19 and the total arrivals." ?
