One nation, One ration Card

Finance Minister Package on 14th May 2020 says -
"Migrant families are not able to access food in other states. This scheme will enable a migrant beneficiary to access Public Distribution System from any Fair Price Shop in the country ……100% National portability will be achieved by March 2021.

Government all set to implement "One nation-one ration card" scheme throughout India by 30th June, 2020: Union Minister Shri Ram Vilas Paswan 
Shri Paswan stated that arrangements are being made to ensure that by August 15, 2019, beneficiaries of Andhra Pradesh and Telangana, Gujarat and Maharashtra will be able to take ration from anywhere in both states.

Under PDS reforms, a scheme on "Integrated Management of Public Distribution System (IM-PDS)" is being implemented w.e.f. April 2018 in all States/UTs. The main objective of the scheme is to introduce nation-wide portability of ration card holders under National Food Security Act, 2013 (NFSA), through ‘One Nation One Ration Card' system. This system enables the migratory ration card holders to lift their entitled food grains from any Fair Price Shop (FPS) of their choice in the country by using their existing/same ration card issued in their home States/ UTs after biometric authentication on electronic Point of Sale (ePoS) devices installed at the FPSs. 

Kisan Credit card

Finance Minister The package on 14th May 2020 says -

  • Special drive to be undertaken to provide concessional credit to PM-KISAN beneficiaries through Kisan Credit Cards
  • Fishermen and Animal Husbandry farmers will also, be included in this drive.
  • This will enable such farmers to gain access to institutional credit at concessional interest rate  
  • 2.5 crore farmers will be covered and will benefit from a credit flow of about Rs 2 lakh crores

Agriculture credit target for the year 2020-21 has been set at ` 15 lakh crore. All eligible beneficiaries of PM-KISAN will be covered under the KCC scheme.

More than 9.7 crore farmers' families have been registered on the PM-KISAN portal and the benefit of income support has been transferred to nearly 8.4 crore farmers. The land ownership of such farmers has been vetted by the concerned States UT The bank account details of most of these 8.4 crore farmers are already available with the bank branches where the benefit is being transferred by Govt. of India directly. There are at present 6.67 crore active KCCs in the country State/U.T…..Even if it is presumed that all the active KCC holders are PM-KISAN beneficiaries, there are nearly 3 crore beneficiaries who do not have KCC Since the banks already havem ost of the information of the PM KISAN beneficiaries and as most of the Aadhar number is available with Gol they can be easily and quickly provided the KCC benefit by submitting a copy of the land record and details of crops sown.

Analysis of data:-
  • From this Note, It's clear that, Government want to issue 3 Crore New Kisan credit cards to Farmers. While Yesterday, Finance Minister talk about only 2.5 crore new Kisan credit card.
  • That means, Even in Repackaging, Finance Minister reduced the number by 50 lakhs.
  • This is all about farmers. Government talking about KCC to Fishermen and Animal husbandry. I calculate only for farmers and even though Government short by 50 lakhs.
