submit that our Government keeps Antyodaya at the core of all its efforts. At

Reality

Widows considered as one of the weaker section of the society. They need the highest attention. While Budget allocation of the Indira Gandhi National Widow Pension
Scheme (IGNWPS) has been reduced to 1938 crore from 2255 crore.

Minister said - Hon'ble Prime Minister's two mega initiatives of
Ujjwala Yojana and Saubhagya Yojana - have transformed the lives of every rural
family, dramatically improving the ease of their living.
The reality of Saubhagya yojana - The total outlay of the project is Rs. 16, 320 crore while the Gross Budgetary Support (GBS) is Rs. 12,320 crore. Govt made headlines in 2017 by promising 12,350 crores while spent only 4424 Crore that is only 35% of the promise.

Minister said - Further, to improve the technology of such industries,
the Scheme for Promotion of Innovation, Rural Industry and Entrepreneurship’
(ASPIRE) has been consolidated for setting up of Livelihood Business Incubators
(LBIs) and Technology Business Incubators (TBIs).
Reality - Budgetary allocation for the previous year was 232 crore which slashed to 50 crores for the Scheme for Promotion of Innovation, Rural Industry and Entrepreneurship’ (ASPIRE).

Finance Minister said - The SFURTI envisions setting up 100 new clusters during 2019-20 which should enable 50,000 artisans to join the economic value chain.
Reality - Budget allocation for 2018 was 128 crore and 128 crores for the 2019. Not a single rupee increase in allocation of SFURTI. With 128 crores, Govt wants to support 50,000 artisans that means 26,000 per artisans

Reality - For the farmers, the biggest bottleneck is the market. For Farmers the Main "Infrastructure" after irrigation is market facility. Govt slashed the budget of the Integrated Scheme on Agriculture Marketing to the 600 crores from 1050 crore, Nearly 40% reduction.

Minister said - Ease of doing business and ease of living both should
apply to farmers too. We shall go back to basics on one count: Zero Budget
Farming.
Reality - Zero Budget farming is not organic farming but similar to it. There is no specific scheme of govt for the zero budget farming but there is a scheme called "Paramparagat Krishi Vikas Yojana" for organic farming. The budget of this reduced to 325 crore form 360 crore.

Reality - Bharat net budgetary allocation slashed by the 2175 crore. This year allocation is 6000 crore from earlier allocation of the 8175 crores.

Finance Minister said - The Government will bring in a New National Education Policy to transform India’s higher education system to one of the global best education systems.
Reality - Government proposed to provide Rs. 10000 crore to each selected institution in 5 years duration. That Means one institution should get Rs. 200 per year. The government selected 3 institutions so Budgetary allocation should be (200*30 ) = 600 Crore for this year. While Govt allocated only 380 Crore for the "World class Institution"

therefore, propose to start a programme, ‘Study in India’, that will focus on
bringing foreign students to study in our higher educational
institutions.
Reality - On 18th April 2018, The Then MEA Shushma
Swaraj and Minister of State for the Education Satpal Singh launched the Study
in India scheme. So, In the Budget speech, Finance Minister Announced to launch a new
scheme which already inaugurated by Government a year ago.

Finance Minister said:- Demographic trends worldwide show that major
economies will face severe labour shortages in the future. To prepare our youth
to also take up jobs overseas, we will increase focus on skill sets needed
abroad including language training. We will also lay focus on new-age skills
like Artificial Intelligence (AI), Internet of Things, Big Data, 3D Printing,
Virtual Reality and Robotics, which are valued highly both within and outside
the country, and offer much higher remuneration.
Reality:- Pradhan
Mantri Kaushal Vikas Yojana's Budget allocation slashed by nearly 600 Crore.
This year allocation is 2676 crore while the previous was 3273 crore.

Finance the minister said - In
India’s growth story, particularly in the rural economy, “grameen arth
vyavastha” the role of women is a very sweet story. This Government wishes to
encourage and facilitate this role of women.
Reality - Whenever we hear the word "Women
empowerment". The first things come in mind are the Beti bachao, Beti
padhao ( BBBP) and Nirbhaya safety fund. In both Government didn’t add up a
single rupee. BBP budget remains 280 crore and Nirbhaya fund remained 500 Crore.
