Health: - Health and Wellness centres

Budget 2021 Speech - Paragraph 30 –A new centrally sponsored scheme, PM AtmaNirbhar Swasth Bharat Yojana, will be launched with an outlay of about ` 64,180 crores over 6 years. This will develop capacities of primary, secondary, and tertiary care Health Systems, strengthen existing national institutions, and create new institutions, to cater to detection and cure of new and emerging diseases. This will be in addition to the National Health Mission. The main interventions under the scheme are: a. Support for 17,788 rural and 11,024 urban Health and Wellness Centres”

Budget Speech 2018 , Para 56,57 – “I am pleased to announce two major initiatives as part of ‘‘Ayushman Bharat’’ programme aimed at making path-breaking interventions to address health holistically, in primary, secondary and tertiary care system covering both prevention and health promotion. 57. The National Health Policy, 2017 has envisioned Health and Wellness Centres as the the foundation of India’s health system. These 1.5 lakh centres will bring health care system closer to the homes of people”

PIB release on the date September 23, 2018 –  “It ( Ayushman Bharat)  adopts a continuum of care approach, comprising of two inter-related componentsCreation of 1,50,000 Health and Wellness Centres which will bring health care closer to the homes of the people”

This means, Modi Government promised to build 1.5 lakh HWC in 2018 and re-announced to build 28,000 HWC in 2021! What an Idea Sir ji !

 

Jal Jeevan Mission: -

Budget 2021 Speech - Paragraph 30 – “The Jal Jeevan Mission (Urban), will be launched. It aims at universal water supply in all 4,378 Urban Local Bodies with 2.86 crores household tap connections, as well as liquid waste management in 500 AMRUT cities. It will be implemented over 5 years, with an outlay of `2,87,000 crores”

Budget Speech 2020- Paragraph 30 - “Aiming to provide piped water supply to all households, Prime Minister announced from the Red Fort the Jal Jeevan Mission. Our government has approved `3.60 lakh crore for this Mission”
 
In Budget, Finance Minister announced to Spend 3.60 lakh crore for the Jal Jeevan mission ( Rural) but it reduced to 2.08 Lakh crore when Cabinet sanctioned the scheme. Following is details –

PIB 25 December 2019 - The total project (Jal Jeevan misisn) cost is estimated to be about Rs 3.60 lakh Crore. Central share will be Rs.2.08 lakh Crore. 

Now let come back to the 2021 Budget speech, About Jal Jeevan Mission (urban). Finance Minister announced 2.87 lakh crore for that. But not a single rupee allocated in this budget for that. The Scheme have to get first pass from cabinet. It is Very likely that, Cabinet will reduce the financial burden of the Union government for the scheme similar it did for the Jal Jeevan mission Rural.

 

 Deep ocean Mission: -

 Budget 2021 Speech - Paragraph 131 –To better understand this realm, we will launch a Deep Ocean Mission with a budget outlay of more than `4,000 crores, over five years. This Mission will cover deep ocean survey exploration and projects for the conservation of deep sea bio-diversity”

 PIB May 2017 – “Ministry of Earth Sciences, Government of India is all set to launch ‘Deep Ocean Mission’ by January 2018. This will improve India’s position in ocean research field.”

The Hindu, July 2019 – “A five-year, 8,000-crore plan to explore the deepest recesses of the ocean has finally got the green signal from the government. The ‘Deep Ocean Mission (DOM)’ to be led by the Union Earth Sciences Ministry will commence from October 31, Madhavan Rajeevan, Secretary, said at a public function. “We finally have the in-principle approval to go ahead with the mission. Now expenditure plans will be drawn and circulated [to various institutions affiliated to the Ministry] for executing programmes and we hope to launch by October 31,” he said”

It means, Nirmala Sitaraman re- re launch the Deep Ocean mission in the Budget speech 2021. Incredible India!

 

Pradhan Mantri Matsya Sampada

Atmanirbhar Bharat Package 3, Slide 10 – “Rs 20,000 crores for Fishermen through Pradhan Mantri Matsya Sampada Yojana (PMMSY)”

PIB may 2020 – “The Cabinet in its meeting held today has approved the “Pradhan Mantri Matsya Sampada Yojana -  with highest ever investment of Rs. 20050 crores in fisheries sector comprising of Central share of Rs. 9407 crore, State share of Rs 4880 crore and Beneficiaries contribution of Rs. 5763 crore. PMMSY will be implemented over a period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories.”

When the Scheme was announced, Government gave impression that it is going to spent 20,000 Cr in 5 years. But when Cabinet approved, it reduced financial burden to more than half and just 9407 Cr.

Even in Revised promised, Government announced to spend Rs.9407 Cr in 5 years, it means 2,0000 cr per year. But this year, Nirmala Sitaraman Allocated just 1,000 Cr. For that. 50% of the revised promise.

 

Science – There is “Will” Everywhere.

Budget 2021 Speech - Paragraph 127 –“There has been a manifold increase in digital payments in the recent past. To give a further boost to digital transactions, I earmark `1,500 crores for a proposed scheme that will provide financial incentive to promote digital modes of payment”

Budget 2021 Speech - Paragraph 128 – “We will undertake a new initiative – National Language Translation Mission (NTLM). This will enable the wealth of governance-and-policy related knowledge on the Internet being made available in major Indian languages”

There is a similar “Will” in 2020 Budget speech.

Budget 2020- Paragraph 64 – “It is proposed to provide an outlay of ` 8000 crore over a period five years for the National Mission on Quantum Technologies and Applications”

It has been a year of this announcement but there is no update of the scheme. In 2021 Expenditure budget, There is a no mention of this 8,000 Crore scheme.
