UID – Aadhar card ~ Truth v/s Hype
The Standing Committee stated that a lack of clarity remains on several key issues, including:
(a) purpose of issuing an Aadhar number; (b) whether having an Aadhar number may become mandatory in the future for availing benefits and services; (c) whether coverage will eventually exceed the current mandate of 20 crore persons.
There are mainly 6 concern related to This UID :-

1. Does 'online database' of residents of India safeguard the sovereignty of the Republic?
1. A vision document prepared by Wipro : 'Does India need a Unique Identity Number?' and in their report they cited the example of UK's Identity Cards Act, 2006 on page no. 6 to advance the argument on UID number in India.
Now UK's new government has abandoned its National Identity Cards Scheme and has announced it in the British Parliament.
2. A small online biomentric data base of airport does not work properly than how can such huge data base work on that by same technology ?
3.Recently we watched a case of Phone tapping of LOP in Rajyasabha , also heared the news of Cyber attck of china in US statergic agency than by making such huge Biometric data base : Can we are not crating evil by over selves ?
2.Legal status of UIDAI .
In India we have maily 3 types of agency/body : 1.Constitutional 2.Satutory body (made in parliament by act. ) 3.Intelegency agency (Not responsible to anyone )
But this UIDAI do not fit to any one of these 3 format…this programme running since 2006 but up to 2013 it can not get any legal status yet.
Government made The National Identification Authority of India Bill, 2010 but government do not able pass it in both the houses in 7 years.
Standing Committee on Finance submitted its 42 Report on ‘The National Identification Authority of India Bill, 2010’ on December 13, 2011 and here is the some main recomondation of it’s :-
1. This may allow illegal immigrants to obtain an Aadhar number as well.
2. The Bill provides for the collection of personal and biometric information. The Co mmittee stated that linking biometric information with personal information, without amendment to the Citizenship Act, 1955
3. Involvement of private ag encies collecting information as a threat to national security
Huge number of caes and PIL Filed aginst the Aadhar in various court.
In one PIL - the petitioners said : Article 21 of the Constitution, "Collecting biometric information as a condition precedent for the issue of Aadhaar card is an invasion of right to privacy of citizens and thereby this can only be done by a law enacted by Parliament and hence, beyond the executive power."
The petitioners asked, "Can executive power be used in a manner so as to make legislative power redundant or in other words, whether by the exercise of executive power, the executive can circumvent Parliament?"
The Supreme Court of the Philippines struck down a biometric-based national ID system as unconstitutional on grounds of invasion of privacy ( such project in their country )
3.Is it mandatory for all ?
This is most interesting question rise by people …no one have clear answer of it.no one minister or officer have answer in YES OR NO .

Q.3 Will getting Aadhaar be compulsory?
Ans. Any person can choose to apply for AADHAAR. Similarly, agencies providing benefits and services may choose to use AADHAAR in their systems and may require that their beneficiaries or customers provide their AADHAAR numbers for these services.
And Govt.making this card mandatory by Cash transfer , PF funds , Subsidy on LPG cylinder even GATE scholarship (for PG engineering students ) and people are forced to registered in UID by this way government skipping the bump name : Citizenship Act, 1955
Mot of all property , light connection ,LPG,municipal tax are on the name on the Head of the family (Gen. Grand father) and specially in joint family…and due to this cash transfer these old people are forced to registered in Aadhar…last week I saw 80 year person standing in queue for 7-8 hours in the 40 degree C. temperature .
Anyone from Govt. ready to sign on Guarantee paper that : My biometric data will never leak ??? NO !
4. Funding of UID
As I know,Official figures yet to come on the excat total cost of UID , but Govt. estimating : 8,814.75 , but the figures come out for 2009-11 and it’s 613 crores for 2009 and 1500 crores of 2010-11 and by this only 15% of total population covered around 13.5 crore Aadhar card issued .
UID is not like "Pay and use" type system…Issuing Card is only 1 part of system, there will be huge cost to maintain this system and no one talking on that yet .
Some Agency and expert said that total cost of project would be more than 15000 crores.
5. Nanadan as Chirperson
It’s also a BiG question…Appointment of Nanadan as Rank of cabinet secretary which is a place for IAS only but it’s different matter and so, I do not write much about it !
6.Who Own UID ?
The UIDs will be fed into a database to be shared with Natgrid (National Intelligence Grid), which includes 11 security and intelligence agencies
And We all are aware about the case of leakage of war room details (Abhishek verma ) & Rabinder Singh- CIA agent . than How can we make secure This database of Aadhar from such cases?
A high sensible reports on Nuclear projects and defence deals are frequently accessed by foreign intellenge agency through their agents .
In book : THE KAOBOYS – B.raman accept that : CIA have it’s infiltration up to the PMO office and it’s nothing new all intelligence agency do the same , RAW also did Excellent job in 1971 war due to RAW Mobe in Pakistan PM office .
Who is responsible of UID ? Prime minister ? , UPA government? , Montek ? Finance ministry ? Planning commission ? Nanadan nilkeni ? OR Government of India ?
No one have its answer . if in future some problem arise like CIA or ISI hacked the system and got Bio metric database of citizen of india than who will be the responcible person/authority ?
Than there will be a situation like Commonwealth games which organised in new delhi 2011 there were Delhi govt. , IOA , central government , Commonwealth Games Federation , DDA …up to today we can not figured out who is responcible for that Mix up ?
Some people say that this is decesion took by Government under US pressure OR In reply to US nuclear deal 2005 some other say under pressure of IT lobby...but I don't want to write over tham cause we have not proof of that "Yet"
